Project Categories: Schedule A Projects (adverse impact likely): EIA required. Schedule B Projects (impact uncertain): IEE required. Schedule C Projects (adverse impact insignificant): No EIA or IEE. Approximately 30 local consulting companies provide EIA services. The EIA system in Pakistan is controlled by the Environmental Protection Agencies (EPA) at the federal and the provincial levels. EIA trainings are conducted by IUCN and seven universities, offering courses in environmental studies. Baseline data are available at Pakistan Council of Scientific & Industrial Research, Pakistan Agriculture Research Council, Geological Survey of Pakistan, Space and Upper Atmospheric Research Organisation, Hydrocarbon Development Institute of Pakistan, Pakistan Meteorological Department, Zoological Survey of Pakistan and some universities. Institutional mechanisms to ensure the quality of EIA are EPAs, IUCN, R&D organisations and public hearings. Legal time limit on EIA report processing includes notification to the proponent (10 days), Public comment (30 days), assessment (90 days), totalling four months to convey the decision on EIA. Public participation in the EIA process is through the NGOs, which also have representation of women and minority groups. Biodiversity assessment is an integral part of EIA/IEEs. Areas of possible regional co-operation: Information exchange on transboundary issues; standardization of assessment techniques; public awareness.
