Established in July 1997, the NEIAAN is registered with His Majesty’s Government of Nepal on Feb. 12,2000 as a non-profit, organisation committed to strengthening the EIA system in Nepal.

National Environmental Impact Assessment Guidelines 1992

Other measures supporting EIA include Forestry Act 1991, Forestry Sector EIA Guidelines 1995, Water Resources Act 1992 and Electricity Act 1992.

There are more than 100 local consulting companies providing EIA services that are not yet accredited by the Ministry of Population and Environment (MOPE), which is the authority for reviewing and approving EIA in Nepal.

Training on EIA is conducted by institutions like MOPE, Ministry of Forests & Soil Conservation, and School of Environmental Management and Sustainable Development.

Baseline information is available from MSFC, Ministry of Water Resources, Water and Energy Commission and Ministry of Agriculture.

Institutional mechanisms to ensure the quality of EIA are public hearing at local and national level and formation of Technical Review Panel before the approval of EIA Report.

Time required for the EIA report processing is 60 to 90 days after receiving the report.

Public participation is taken into consideration as per the requirement of the Environment Act.

Biodiversity assessment is considered for projects within the forested areas or conservation areas and those developmental activities that produce significant environmental impacts on wildlife and its habitat.

Areas of Possible Regional Co-operation: Information sharing; issues of transboundary nature; technology improvement and institutional development; public awareness.
